Citizen Charter of Barind Multipurpose Development Authority
Services of BMDA:
1. Providing moderate irrigation at low cost to the farmers in the modern system through coupon method / pre-paid meter under deep tube installation and cultivable land under controlled irrigation facilities.
2. To reduce the waste of irrigation water and agricultural land and to increase the irrigation area, irrigation system utilized for irrigation.
3. Irrigation equipment for providing low cost irrigation facilities.
4. To increase the source of water, the reclamation of canals / pots and ponds and the use of irrigation works.
5. Arsenic free water supply from irrigated deep tube wells.
6. Construction of rural connectivity roads for the development of market system.
7. Extensive forestry in bringing natural balance.
8. Distribution of improved variety of seeds to increase crop production and intensity through crop diversification.
9. Training of farmers to increase efficiency in agricultural development.
10. Supporting the poverty alleviation of rural people and improving the quality of life by creating employment opportunities in the area through adopting various development projects.
11. Provide service for the welfare / improvement of officers / employees of the authorities.

Service Level:
1. There is a department of assistant engineer in Rajshahi, Naogaon, Chapai Nawabganj, Dinajpur, Thakurgaon and Panchagarh upazilas of Rajshahi division. Under the remaining districts, one or more upazilas have one office of assistant engineer who is known as the Zone Office. This zone office is the primary level of service delivery.
2. There is a department of executive engineers at the district level of the entire Rajshahi division, which is known as the Regional Office. Regional Offices Second level of service delivery
3. Thakurgaon and Rangpur district headquarters have one office for the supervision of Engineer for greater Dinajpur and Rangpur areas. This is the third level of service delivery.
4. Varendra Multipurpose Development Authority (BMDA) headquarters is located in Rajshahi district headquarter. This is the last level of service.

Service Provider:
Irrigation through deep tube wells.
1. By installing deep tube wells, modern irrigation system is involved in irrigation activities of the farmers.
2. Before accepting the irrigation facility, interested farmers will get 60 acres of irrigated area for the deep tube well and the scheme will be deposited at the upazila level. Only after installing the deep tube well, other related topics (water dispensing system, electricity connection) are confined only when approved by the technical authority concerned.
3. In order to manage deep tube wells, an operator employed by BMDA provides irrigation water according to the needs of the farmers according to the rules set by BMDA.
4. Beneficiary farmers have to pay irrigation water, irrigation set by BMDA before accepting irrigation water. For the payment of irrigation, currently irrigation can be obtained from the operators by the existing irrigation well or pre-paid meter card.
5. In addition to setting up a deep tube well in controlled irrigation, irrigation facilities are provided by distributing irrigation water and by providing electricity connections in the irrigation pipe line.
6. BMDA maintains deep tube wells and irrigation management.

Increase in water supply and irrigation
1. Groundwater is used in irrigation based on availability of water.
2. Inland water supply is increased by digging the canal / ditch, pond again. In the re-excavated canal, construction of crossdam was given to irrigation facilities for the farmers in the production of boro and winter crop with supplemental irrigation, keeping rain water.

Development of pure drinking water and transportation system at the rural level
1. Arsenic free pure drinking water is provided from deep tube wells in the village through pipelines.
2. Grassroots produced by rural masses make roads and connecting roads to improve the transport system.

Tree Planting Service
1. There are nurseries under the control of BMDA upazila level. Various varieties of fruits and forests are provided in the trees.
2. In order to protect the natural balance, BMDA has planted trees on the basis of partnership with landowners at public roads, dams, Khas lands, school-colleges, madrasa etc.
3. Training for planting and maintenance of planting plants and preservation of natural balance is provided.

Providing and training of agricultural equipment

1. The processing of BMDAs in their own management provides variety of high yielding rice seeds to the poor farmers.
2. In the upazila / zone level, seeds and other materials distributed by BMDA Assistant Engineer are distributed.
3. In order to increase the production of food by involving farmers with modern farming, the farmers of the beneficiaries were trained on various activities including irrigation at the upazila level.
4. Farmers are trained to increase crop intensity and increase the diversity.
5. Training and technology are transferred to the rural masses about environmentally friendly activities, including energy saving, electricity saving, organic fertilizer processing.
